What Section 29A actually requires

Section 29A empowers the Election Commission of India to register associations or bodies of individual citizens as political parties. The application must reach the Commission within thirty days of the party's formation.

Who can apply

Any association of Indian citizens can apply, but the founding group must comprise at least one hundred registered electors. Each member must submit a signed and notarised affidavit confirming that they are not a member of any other registered political party.

The party's office bearers — President, General Secretary, Treasurer — must be named in the application with their addresses, voter IDs, and roles.

How to register a political party under Section 29A: step by step

Step-by-step procedure to register a new political party with the Election Commission of India under Section 29A of the Representation of the People Act, 1951.

  1. Step 1. Pass the founders' resolution

    Convene the founding group and pass a resolution adopting the party name, office bearers and the decision to seek registration under Section 29A of the Representation of the People Act, 1951.

  2. Step 2. Draft the party constitution and manifesto

    Prepare a constitution containing the mandatory Section 29A(5) declaration of allegiance to the Constitution of India, socialism, secularism and democracy, along with organisational structure, membership rules and internal elections.

  3. Step 3. Enrol at least 100 registered electors

    Enrol a minimum of 100 members who are registered electors and obtain their individual affidavits confirming membership and that they are not members of any other registered political party.

  4. Step 4. Assemble the document pack

    Collate the constitution, founders' resolution, member roll, elector affidavits, office address proof, PAN, bank account details and photographs of the office bearers.

  5. Step 5. File Form PPR-1 with the Election Commission
