Political Party Registration Eligibility Checklist
Before filing Form PPR-1, founding groups should confirm they meet every eligibility condition the Election Commission enforces at scrutiny. This checklist covers each condition and the documentary evidence expected.
Membership eligibility
Minimum one hundred members, each an Indian citizen and a registered elector. Each member must submit a signed and notarised affidavit stating they are not a member of any other registered political party. No member may appear in the founding rolls of another party filed in the same electoral cycle.

Office bearer eligibility
The President, General Secretary, and Treasurer must be Indian citizens, must be registered electors, and must not be disqualified under Section 8 of the Representation of the People Act, 1951. Office bearers may not hold equivalent positions in any other registered political party.

Party constitution
Must contain the Section 29A(5) declaration verbatim. Must specify the aims and objectives of the party. Must set out the organisational structure, election of office bearers, term of office, and procedure for expulsion. Must provide for annual accounts and audit.

Disqualifying factors
A proposed name identical or deceptively similar to an existing registered or recognised party. A party constitution that contradicts the Section 29A(5) declaration. Members who are undischarged insolvents or convicted of offences under Section 8. A head office address that cannot be verified.

- Can a foreign national be a member of the founding group?
- No. All one hundred members must be Indian citizens and registered electors on the current electoral roll.
- Can a serving government employee be a founding member?
- Conduct rules for most central and state services prohibit active political affiliation. Serving employees typically cannot be founding members without prior clearance.
