Form PPR-1 Filing Guide: How to File a Political Party Application
Form PPR-1 is the statutory application prescribed by the Election Commission of India for registering a political party. This guide walks through each field, the supporting annexures, and the sequencing that keeps a file from being returned at scrutiny.
Part I — Party particulars
Full name of the party in Hindi and English. Abbreviation, if any. Full postal address of the head office. Date of formation. A statement of the party's aims and objectives, which must be consistent with the party constitution.

Part II — Office bearers and members
Names, designations, addresses, elector part numbers, and photographs of the President, General Secretary, Treasurer, and other office bearers. The full list of one hundred members with elector details and signed affidavits appended as Annexure A.

Part III — Constitutional compliance
A signed declaration reproducing Section 29A(5) verbatim. A copy of the party constitution certified as a true copy by the President or General Secretary. The founders' resolution constituting the party and authorising the filing.

Part IV — Filing and follow-through
Demand draft of ₹10,000 in favour of the Under Secretary, Election Commission of India. Two national newspaper cuttings evidencing the public notice. Acknowledgement of receipt from the Commission. Response to any deficiency memo issued during scrutiny, ideally within seven working days.

How to fill and file Form PPR-1: step by step
How to complete and submit Form PPR-1 for political party registration with the Election Commission of India.
Step 1. Collect the particulars required by the form
Gather the party name, address, office bearer details, PAN, bank account details and the date the party was formed.
Step 2. Complete Parts A to D of Form PPR-1
Fill each part of Form PPR-1 exactly as it appears in the constitution and affidavits — inconsistent names or addresses are the most common cause of ECI queries.
Step 3. Attach the mandatory annexures
Attach the constitution, founders' resolution, member roll, 100 elector affidavits, address proof and photographs.
Step 4. Pay the ₹10,000 processing fee
Pay the non-refundable ₹10,000 fee online or by demand draft favouring the Secretary, Election Commission of India.
Step 5. Submit and record the reference number
Submit the filing online or by post, and retain the acknowledgement and reference number for status tracking.

- Where is Form PPR-1 filed?
- Form PPR-1 is filed at the Election Commission of India, Nirvachan Sadan, Ashoka Road, New Delhi. Filings can be lodged in person or by registered post; hand delivery is safer for the demand draft.
- Is the ₹10,000 filing fee refundable?
- No. The processing fee is non-refundable regardless of whether the application succeeds.
- Can PPR-1 be signed digitally?
- The Commission accepts wet-ink signatures on the physical form. Digital signatures are not currently accepted for Form PPR-1.
