Starting a new political party in India is a sequence, not a single form. The founding meeting, the office bearers, the constitution and the hundred electors all have to exist — correctly documented — before Form PPR-1 goes to the Election Commission.
Step 1 — Hold and minute the founding meeting
The party legally comes into existence on the date of its founding meeting. Minute the meeting properly: date, venue, attendees, the resolution forming the party, the adoption of the name, and the election of office bearers.
This date starts the thirty-day clock under Section 29A(2). An application filed after thirty days is treated as delayed and needs condonation, which the Commission grants sparingly.

Step 2 — Fix the name and the office bearers
Choose a name that does not resemble any registered or recognised party phonetically or visually, and that carries no religious connotation. Name the President, General Secretary and Treasurer, with addresses and EPIC numbers.

Step 3 — Draft a compliant constitution
The constitution must contain the Section 29A(5) allegiance declaration verbatim, plus provisions on membership, organisational elections, terms of office bearers, and dissolution of assets.

Step 4 — Enrol and affidavit one hundred electors
Enrol at least one hundred members who are registered electors, and take a notarised affidavit from each confirming they are not members of any other registered party. Verify every name against the roll before notarisation.

Step 5 — Notice, fee and filing
Publish the public notice in two daily newspapers of wide circulation, prepare the ₹10,000 demand draft, assemble the annexures, and file Form PPR-1 within the thirty-day window.

How to form and register a new political party in India, from the founding meeting to the Election Commission's registration order.
Step 1. Define the party's purpose and founding group
Agree the political objective, the founding members and the office bearers who will sign the registration filing.
Step 2. Choose and clear the party name
Shortlist party names, check them against existing registered and recognised parties, and avoid religious connotations or names likely to be rejected by the Commission.
Step 3. Adopt the constitution and governance code
Adopt a written party constitution with the Section 29A(5) allegiance clause, membership rules, internal elections and accounts procedures.
Step 4. Build the founding member base
Enrol at least 100 members who are registered electors and collect their affidavits and identity proofs.
Step 5. File Form PPR-1 and pay the fee
